This project is to assist in improving the performance of medium sized enterprises through a range of measures including export promotion activities and development of their HRD capabilities. The objective is to assist the viability of enterprises which will be, or recently have become, privatised. The intention is that some 30 to 40 enterprises will be assisted over the project period. The project is working across both entities (RS and FBH) and will work in all sectors.
Following wide promotion of the facility, many enterprises have requested assistance and some 35 have so far undergone diagnostic audit which reviews their current technical, financial and marketing status. A proportion of these, which satisfy a number of criteria (including potential viability, management commitment and willingness to pay part of the cost of consultancy) are being selected for restructuring/turnaround management assistance. The project is working with local consultancy organisations and developing local consultancy capacity is an important objective.
A significant element of the project is the development with selected enterprises of HRCMP (Human Resource Change Management Plans) which will enable enterprise management to manage and train employees to produce improved performance. The social dimension of restructuring is also important for this project and some 10% of services will be used to develop a social plan for each enterprise losing labour, and supporting initiatives for labour redeployment. The project will also provide policy advice to government in areas relating to competition policy and trade promotion.
