The Romanian Ministry of Education and Research has increased its efforts to assure education for all and give equal access to young people to labour market. At the same time, it gives priority to various forms of pre-professionalisation and professionalisation, to enable young people to access both education and labour market at different stages in their life. We are undertaking this complex programme which is a continuation of the previous Phare-funded Romania TVET programme (2002) which IMC also managed and implemented. The overall objectives of the project are:

  • To strengthen and consolidate the achievements of the reform acquired through the previous TVET programme in order to further assist in modernising TVET system
  • To consolidate reviewed responsibilities, governance and accountability mechanism in the provision of the initial TVET in line with the social and economic development as stated in the National Development Plan and based on further recommendations acquired through the activities of the previous programme
  • To further assist in the provision of equal chances for all young people to obtain good professional qualification at a level to European standards, by providing TVET which responds to the needs of each individual, taking into account the institutional achievements of the first programme

Specifically, the programme aims at assisting the Ministry of Education and Research in technical and vocational education and training to develop and implement policies and actions, to implement specific curriculum and training activities and to prepare technical specifications for specialised equipment and supply tender documents. We currently providing assistance through a PIU located in the National Centre for the Development of Technical and Vocational Education and Training, the specialised agency of the Ministry of Education and Research.

The specific results of the programme aim at strengthening the entire management and training capacity of the previously selected 100 TVET schools, as well as addressing the needs of the target groups such as young people with disabilities, in order to support their gradual integration in the normal school setting.
