We are currently undertaking this complex programme funded by DfID which intends in assisting the Government of Kyrgyzstan in piloting good practice for the harmonisation of aid delivery in-country. It will work towards achieving a step change in the way that donors, government and civil society work to deliver effectively a reduction in poverty in the country. Specifically, it will assist the GoKR to:

  • Create a more strategic and transparent budget formulation process
  • Strengthen external audit and establish an internal audit function in certain line ministries and agencies
  • Reform tax collection/administration to enhance revenue generation
  • Meet its commitments to the IMF to consolidate the rationalisation and reorganisation of the MoF
  • Strengthen voice and participation and to increase accountability and transparency, particularly in public expenditure

The goal of this programme is to improve efficacy, responsiveness, accountability and transparency of state administration. More specifically, it is to establish a strategic, transparent and comprehensive budgetary process in the Kyrgyz Republic which is used by the population to hold the GoKR to account.. The scope of this project is covered by 4 main components:

  • Component 1 will assist the Government in meeting the World Bank's GSAC conditions that relate to the External Audit, Budget Formuation and the Internal Control Environment
  • Component 2 will assist the GoKR to implement its revenue and public expenditure management reform agenda and to harmonise the delivery of aid in support of both of these objectives and of the implementation of the NPRS
  • Component 3 will support the Ministry of Finance in its rationalisation and reorganisation process, particularly with respect to aligning its structures with its objectives
  • Component 4 will work with the civil society to increase the demand for good governance, particularly with respect to the management of state revenues and expenditures
