Mike Thomson Director

Mike has worked extensively in the Caribbean, East Africa, the UK and elsewhere over 20 years, focusing on public sector reform and better delivery of environmental, water, health, justice and education services.  Mike has extensive experience of strategy development, monitoring and evaluation, organisational process redesign, financial and performance management assignments in both the private and public sectors and has worked on several major public sector and civil service reform assignments in East Africa, Latin American and the Caribbean.  Mike is currently managing a DFID-funded programme to establish a knowledge management and communication centre for HIV/AIDS in Uganda. He also continues to direct another DFID funded project to provide strategic support to civil service reform in Ethiopia.

Mike has managed a three year an assignment with the Brazil National Audit Office which developed a new system of performance auditing and programme evaluation for federal education, health and environmental programmes and which forged a partnership with the UK National Audit Office.  He has also recently overseen the production of manuals for the Government of Dubai on strategic planning, policy making and performance management, building on work done by the UK Cabinet Office and the Office of the Prime Minister.  In the UK, He has advised on the capability needs of senior civil servants in the areas of evidence based policy making, monitoring and evaluation.  In 2011, Mike led the mid-term review of the parliamentary strengthening programmes of the Westminster Foundation for Democracy in Uganda and five other countries.

Mike has led and worked on evaluation and review assignments in the UK, Uganda, Southern Sudan, Ethiopia, Brazil, Colombia and other parts of the world.  He has worked on long term international assignments strengthening the justice sector in Bosnia, HIV/AIDS related services in Brazil and the Caribbean, and water and sanitation services in Uganda, among others.  He is a former management consultant with KPMG and a chartered accountant.  Mike has a Masters Degree in Development Economics, and speaks Spanish, Portuguese and Swahili.
