Elbereth Donovan Director of Monitoring, Evaluation and Learning

Elbereth leads the implementation of WYG’s portfolio of MEL programmes, with over 15 years’ experience in the management, design, delivery and quality assurance of development programmes.

Currently she is Project Director for four DFID MEL programmes, including the CSSF West Africa regional MEL contract, where she oversees the design of methodologies, technical quality assurance, client relationship management and contract management. She also provides technical evaluation inputs, including around the design and review of Theories of Change and logframes, the use of PDIA and adaptive programming, the review of politically smart approaches and real time learning.

Her experience includes leading on the review of adaptive and politically smart approaches for the DFID Nepal AiiN and DFID Zambia Accountability programmes, and inputting into the review of the PDIA approach on SSMI-2 in Afghanistan. She has also undertaken a review  of TradeMark East Africa’s systems and processes to enable TMEA to operate more adaptively, and conducted a lesson learning review of nine adaptive programmes for DFID. 

Elbereth has served as programme manager  on various development programmes, including the £4.3m DFID-funded Legal Assistance for Economic Reform (LASER) programme delivered in eight countries, one of the first DFID programmes to test an adaptive programming approach She frequently presents on, and publishes on the operationalisation of adaptive approaches and her publication with Helen Derbyshire on lessons from LASER and SAVI has influenced industry thinking.  

Elbereth holds a MPhil in Educational Research from the University of Cambridge. Her key skills include:
