Local Environmental Quality (LEQ) remains a high priority for councils, councillors and residents, despite the ending of the requirement to conduct and report the cleanliness national indicator NI195: local authorities must still keep ‘relevant land’ clear of litter and refuse and the public still uses standards of street cleansing to judge how well an area is being managed. With ever increasing pressure on local authority budgets, assessing the standards of cleanliness achieved is key to justifying expenditure in this important area, whether on in-house or contracted-out services.
