Neil Allen Director

Fellow CIMSPA

Neil is an experienced consultant with over 30 years’ experience in the sport and leisure industry.

He started his career at Sport England, where he led much of the organisation's work on facility development and recreation management. As a Senior Case Officer in the Lottery Unit he was a key advisor on large-scale lottery schemes and developed many of the policies, procedures and technical support material for Lottery applicants. He was also responsible for developing the Fund’s refurbishment policy, 'Modernising Community Sports Facilities'.

Neil subsequently joined Strategic Leisure Consultants as Principal Consultant and then spent five years as Board Director at PMP, where he established the company's northern office. In addition to leading the consultancy team there, he provided specialist expertise in organisational change and performance management, strategic facility planning, sports development and monitoring, funding and procurement, trust management and PPG17.

In 2007 Neil formed naa, a specialist sport and leisure planning consultancy. He has since worked extensively with local authorities, Sport England, governing bodies of sport, education establishments and private sector partners to deliver strategic planning solutions. Under his leadership, naa was the only sports consultancy to be appointed to all four lots in Sport England’s Strategic Planning Framework and was commissioned, together with WYG, to deliver Facilities Planning Model (fpm) services on behalf of Sport England across a five-year period.

Together with the rest of the naa team, Neil joined WYG in 2018 where he is central to the continued delivery of fpm services and in advising local authorities and developers on Playing Pitch Strategy guidance and the Assessing Needs and Opportunities Guide, both of which he helped develop with Sport England.

Neil is also a Fellow and Policy Forum member of the Chartered Institute for the Management of Sport and Physical Activity, a former Green Flag Awards Assessor and CABE Space Advisor.
