WYG, on behalf of VIVID Homes, are currently undertaking a pre-application consultation of the draft development proposals for the regeneration of Winklebury Estate, Basingstoke.
This pre-application consultation relates to VIVID’s draft proposals, in collaboration with Basingstoke and Deane Borough Council, North Hampshire Clinical Commissioning Group and Hampshire County Council, for the regeneration of Winklebury Estate, including Fort Hill School, to provide between 190 - 240 dwellings, public open space, a replacement children’s play area and new health facilities.
The draft proposals presented to you are reflective of the results of the previous consultation with the local community in 2018, when key areas for regeneration in the Winklebury Area were discussed to build upon the ambitions of the Winklebury Community Action Group, Community Plan. You will see from the location plan and exhibition boards (linked below) that the proposed regeneration is now focused on a central set of sites within the Winklebury Estate, including the former Fort Hill School to the North, Winklebury Shops to the South and a number of small sites located between. It is considered that by focusing regeneration efforts on these key central areas, improvements can be delivered much faster for the benefit of the whole estate.

As part of Hampshire County Council’s proposed disposal of the Former Fort Hill Community School and the remaining Newman Bassett Site, We would like to consult the local community on VIVID's draft development proposals for the regeneration of the site to provide approximately 60-80 new homes, a new pre-school facility and a replacement children’s play area. It is proposed that as part of the redevelopment of the School Site, the whole of the former playing field will also become a new public open space for the Winklebury community.
As part of the proposed disposal of the former school site, the County Council are also required to consult the local community on the proposed transfer of the associated playing field land to VIVID Homes. As part of Hampshire County Council’s proposed disposal of the remainder of the Newman Bassett Site, VIVID would like to present their draft development proposals for the remaining land at the former day care facility to provide an additional 5-10 new homes.
In addition to the redevelopment of the remaining Newman Bassett Site, the existing BDBC open space and play area currently located on Carisbrooke Close is presented within the draft proposals to deliver approximately 15-20 new homes. It is considered that the loss of this play area and open space, would be appropriately mitigated through the proposed open space strategy on the former School Site.
VIVID's draft proposals for the regeneration of Winklebury Centre to provide approximately 110-130 new homes and approximately 500m2 of new retail space to enhance existing community facilities in the area.
In addition to the redevelopment of Winklebury Centre, it is proposed to redevelop the former Basingstoke Play Council Site on Winklebury Way to create a new health care facility for existing and future residents to meet the anticipated future needs of the increased local population.
