We were commissioned by Ebbsfleet Development Corporation (EDC) to provide planning and masterplanning services to deliver an outline planning application for 225,000 sq ft of commercial employment space on land at Northfleet Embankment East, an allocated site in the Gravesham Core Strategy.
EDC is a delivery vehicle created by the Government to expedite the development potential of Ebbsfleet, a designated Garden City identified to deliver 15,000 new homes and significant employment space by 2035.
The site allocation for employment uses was originally much larger, however, owing to a requirement to deliver a substantial amount of housing and a primary school, the site was reduced in size. Despite the reduction in size, to make the proposal policy compliant it still needed to provide enough floorspace to deliver over 600 jobs.
Our masterplanners took an early masterplan and tested its workability, taking it through a cycle of assessment which was supported by environmental surveying of the site which identified issues and mitigation.
The end masterplan was taken forward under the outline planning application, which was also supported by an Environmental Impact Assessment.
The site is next to a working aggregates wharf, which is safeguarded in the local plan and presented a constraint that had to be overcome. Our environmental consultants assessed the wharf on issues such as noise and air quality, which we demonstrated did not present an unacceptable impact to the local planning authority. Likewise, we also had to demonstrate that the proposal would not compromise the operations of the wharf, such as by limiting the access road by congesting it with traffic associated with the scheme.
We also undertook a public consultation, which was held in Gravesham.
