The WYG Guildford office represented the William Lacey Group in promoting a site on the edge of a large village, West End, in the Borough of Surrey Heath, Surrey.
We prepared a public consultation in relation to this Reserved Site in the Local Plan. We recommended and submitted an outline application for 84 houses, advising the Client that although the Council were arguing that they had an 8.5 year housing supply and did not consider that the site should be released.
We believed that they had less than a 5 year housing supply and that the site should be released and the Council refused to determine the application and we appealed on non-determination grounds, culminating in a Hearing Appeal.
We won the appeal, persuading the Inspector that the Council had less than 5 years supply. We subsequently submitted a Reserved Matters scheme, which was approved. This was a gateway decision leading to several other approvals in the Borough.
