Improving public expenditure management systems
The State Employment and Expenditure for Results (SEEFOR) project is one of four pilot projects in the Delta Region designed to enhance opportunities for employment and access to socio-economic services while improving the public expenditure management systems.
In partnership with a local consultancy, we are retained to review current financial laws and regulations and then implement the Public Finance Management (PFM) reform elements of this project. In addition to supporting the overarching aims of the SEEFOR project, our objective is to facilitate transparency and accountability in management of public resources.
Based on our experience in similar environments in other Nigerian States, we developed a phased approach that focuses on budget execution, investment management, accounting expenditure control, financial reporting and public finance legislation. Following diagnostic assessments and development of realistic reform proposals, we are providing support for the State Government in their implementation. This includes process manuals, compliance documentation and assessment of training solutions to develop long-term professionalisation of the PFM work-force.
